AMA Queensland president David Molloy said this was particularly in the area of advertising of cigarettes and displays in corner stores.
He said many corner store operators would cheerfully sell cigarettes to children.
"There's a belief that the conditions on cigarette displays in merchant venues could have been tougher," Dr Molloy said.

The rules restrict smoking at all patrolled beaches, children's cheap parliament playgrounds, sports stadiums and building entrances in Queensland, while total bans in pubs, clubs and outdoor eateries will be phased in over a two-year period.
Details of penalties will be finalised in the next four to six weeks, with legislation to be introduced into State Parliament in time for the first phase of the bans to take effect from January 1, 2005.
The bans would be fully in effect by July 1, 2006.
